Dr. Starr’s 25 years of plastic surgery experience both nationally and internationally make him one of the most well rounded plastic surgeons in the field today. Whether he is operating in his office in Oxnard or in clinics in Honduras, he works diligently with his patients to give them the best outcome possible.
Dr. Starr makes sure to spend time with his patients before surgery to learn about their individual thoughts, desires and expectations. He repairs damage, restores natural beauty and refines bodies by using only the most up to date procedures and techniques in order to maximize patient’s comfort and produce the best results.

Fundación de Anormalidades Congenitas de Honduras
Since 1993, Dr. Starr has performed over 120 reconstructive surgical procedures in Honduras, Central America. Along with Reid and Rita Mayta, and the Oxnard Rotarty Club, the Fundación de Anormalidades Congenital de Honduras was developed to provide Reconstructive surgical procedures to correct cleft lip and palate, and other facial deformities for children and adults of the country of Honduras.
The reconstructive surgical procedures are performed on a yearly basis by a team of volunteers consisting of plastic surgeons, orthopedic surgeons, oral maxillofacial surgeons, pediatricians, donating their time and expertise. In addition to reconstructive procedures, the Fundación de Anormalidades Congenitas de Honduras is also supporting studies to evaluate the incidence and cause of cleft lip and palate deformities in Honduras.
